We offer small business loans, microloans, business education and technical assistance, and pre- and post-loan services to low-income immigrant and refugee entrepreneurs in the Twin Cities.

HAP works to build immigrants’ financial capacity in a culturally respectful manner through financial education, and small loans to support small business start-ups and expansions.

HAP offers a variety of loans to economically disadvantaged clients from the immigrant and refugee communities who are interested in starting or expanding a business. With direct connections to the community, our staff can help you define a culturally-specific micro-enterprise business management strategy to realize your entrepreneurial goals.
Our program is designed to help you start and/or expand your micro-enterprises and transition towards economic independence, business development, job creation, and community revitalization.
