Our organization maintains strong internal controls, financial management systems, and audit compliance procedures to ensure responsible stewardship of public funds.

Public Funding & Government Partnerships 

Hmong American Partnership (HAP) partners with federal, state, and local government agencies to expand economic opportunity, workforce development, community health, and housing stability across Minnesota. 

These public investments help HAP provide culturally responsive services that strengthen families, support workers and small businesses, and create pathways to long-term economic mobility. 

Federal Partners 

U.S. Department of Agriculture (USDA) 

Supports outreach and assistance for historically underserved farmers and agricultural entrepreneurs through the Office of Partnerships and Public Engagement (OPPE). 

State of Minnesota 

Minnesota Department of Employment & Economic Development (DEED) 

Supports workforce development, career pathways, small business assistance, and community outreach. 

Programs include:

Minnesota Department of Human Services (DHS)

Supports community health and violence prevention initiatives. 

Programs include: 

  • Safe Harbor

Minnesota Insurance Marketplace (MNsure) 

Supports health insurance outreach and enrollment assistance for Minnesota residents.


Minnesota Housing Finance Agency (MHFA)
 

Supports housing stabilization initiatives and community housing resources. 

  

Minnesota Department of Agriculture (MDA) 

Supports economic opportunity and technical assistance related to agricultural and lending infrastructure.

Supports community facility improvements that strengthen educational and family-serving environments.
